In researching my article on “Rubber Room” teachers, who are paid not to teach after being accused of a crime, I came across some information that deserves further discussion. The problem is much worse than the media would have you believe.
The teachers in these programs are the ones who managed to escape prosecution but are considered too great a risk to be allowed to return to teaching. Or else they’re the accused waiting for judgment. Or they’re people the schools can’t get rid of due to tenure deals.

In 2004, Hofstra University professor Dr. Carol Shakeshaft published a report for the United States Department of Education titled “Educator Sexual Misconduct: A Synthesis of Existing Literature.” It was presented to Congress as part of the No Child Left Behind Act. In it, Shakeshaft stated:
As a group, these studies present a wide range of estimates of the percentage of U.S. students subject to sexual misconduct by school staff and vary from 3.7 to 50.3 percent. Because of its carefully drawn sample and survey methodology, the AAUW report that nearly 9.6 percent of students are targets of educator sexual misconduct sometime during their school career presents the most accurate data available at this time.
According to a study she did of abuse complaints against Catholic priests over a five decade period she concluded that “…the physical sexual abuse of students in schools is likely more than 100 times the abuse by priests.”
We all remember the media outrage over the Catholic priest scandals. To this day it’s a common trope in films and TV to have priests associated with child molesting. It was as if the press wanted to shut down the Catholic Church with their coverage. When you consider how anti-religious many progressive reporters are, it comes as no surprise.
But this story, involving mainly public schools, silently went away. The government, not wanting the legal nightmare that would follow, let the whole matter drop.
A story like this should have been huge, but the press had a vested interest in protecting academia. Public schools might get complained about in terms that would motivate politicians to pour more tax dollars into them. But any story that would inspire parents to pull their kids out en masse is spiked. The public institutions that statists love so much, despite their many failings, are protected. The progressive agenda trumped what should have been the story of the year.
But every action or inaction has consequences. Thanks to their deals with the unions, teachers accused of sexually molesting or harassing kids, among other things, are paid to sit by and do nothing. To the tune of $65 million a year in New York alone. And this is a state going bankrupt.

In California, just in L. A. county alone, it’s $10 million a year as of 2009. Another state on its way to bankruptcy. Of course, the lawsuits that would rain down on these schools if a scandal like the one that hit the church happened, well…the states would have even bigger problems. But then, if they were doing their job, if they didn’t have absurd deals with unions, this would all be moot.
But once again we see what the unholy alliance of government and unions brings about. Employees that can’t be fired, soaking the taxpayers for millions of dollars a year. Bureaucracies that protect and defend systems that allow for the numbers of crime you’d expect in a state of anarchy. The press is not doing its job. It certainly isn’t looking out for the people. It is defending and protecting an out of control government that is taxing the public to the extremes, wasting our money and allowing criminals to benefit.
And they’re surprised by the Tea Party movement?

Rabid dogs are euthanized. What can we do about this? Priest or teacher should matter not. Proving the charge remains a problem, but at the very least; firing for cause should be at the top of the list.
How about civil suits against the unions for protecting their child predator members?

The worse one of all may be Professor Peter Singer, a so-called “ethics” “professor” at Princetion. Singer is an advocate of parents being allowed to KILL there own children up to the age of 2 if they are “mentally challenged” or physically handicapped. This is similiar to the type of position taken by NAZI mass murderer Dr Joseph Mengele, the creator of the Zykon B pesticide used to gas millions to death in Hitlers death camps. Unlike Ward Churchill, Singer has next to no media scrutiny and is even considered a “respected” professor by his Ivy league counterparts. Another example is “professor” Julio Pino of Kent St. Univ in Ohio. Pino is a known sympathizer to terrorist causes who posts routinely to jihaddi websites and is a Cuban(read commie plant) who converted to Islam in 1997. Yet , not one mention of Pino in any of the local papers and no action by the school, in spite of the fact Pino is now under FBI investigation, largely due to a talk radio listener who contacted the FBI and other criminal orginizations about Pino. This guy is much like Former Prof Sami Al Arian, who worked at the UNiv of South Florida for 2 DECADES before being exposed by Bill Oreilly in 2001 and eventually deported after being convicted criminally. Yet not one university figure ever moved aganst Al Arian either, niether did the lamebrame media ever investigate him. Its getting time to drain the swamp of ALL academians and MEDIA who will not do the job they are paid for.
Singer is VERY popular in the Current Administration. Rahm Emanuel's brother echoes his life 'value curve' as well.

As a matter of fact they advocate it, and openly. part of the sexualization of our youth; a way to split parents from children and destroy the family. So, child sexual abuse is a nebulous affair for them; to be pursued when it fits their agenda (Catholic priests, Mark Foley) and ignored when it doesn't (Roman Polanski, et. al.).
Essentially, as elitists, they want a compliant corp of nubile sex partners from which to pick and choose. (See your local university for details). So, anything on this subject is for political posturing only…

As a former altar boy of 5 years, I never ever had any inkling of any kind of abuse by priests. There was one older one who used to hit the wine before and after mass. He was quite old and shortly afterwards went into retirement. Thus, I never bought into the stories of widespread sexual abuse. There was another who I knew in adulthood who had a definite drinking problem and not just a few glasses of wine. He would hit on adult women after a number of drinks. That I found to be humorous since the celibacy thing was something I could never understand, even in my childhood.

There is no doubt that false accusations happen and it doesn't seem fair to fire teachers who haven't been convicted of anything.

Ross, here is the short version of your answer, the threshold of evidence is so high anymore to get a conviction, that many times theses 'animals' either don't go to court or they get an acquittal even though the the school administration and the parents know the perv is guilty…

I remember telling folks there would be a "downward spiral" way back when, many years ago it seems, when a book entitled "Heather Has Two Mommies" was being taught in the elementary schools. It was a Boston-area controversy, IIRC. Everyone on the left always dismisses the idea, "There's no downward spiral! You're just a fundie killjoy!"
The trend was worse than I predicted. It got worse than I thought it would, exponentially, the whole culture as it relates to this. I won't even bother with another 10-year prediction based upon current trends.

Exactly what I was thinking. A huge class-action lawsuit by the public against the t-unions.
Actually it was widespread, but your general point is correct. This was not an issue which sprung from God, the Church, the Bible, or doctrine, this was an issue with homosexuals making a concerted and sucessful effort to enter and take over the Catholic seminaries. At one point surveys indicated that the seminaries in the U.S. were comprised of over 50% gay men. They did not do this, en masse, because they loved the Church and its teachings and the Bible and God's wondrous plan for mankind. They did this because they saw an institution that they could use in order to get what they wanted: young boys. This is the elephant in the living room that no one dares to mention. Seminaries were promoting those who were gay, while forcing any would-be priests out who expressed distaste or condemnation for homosexuality.
It was quite widespread. Thank GOD that they still haven't gotten control of the Boy Scouts of America. Because they want to, and for the same reasons. It isn't because they love the BSA and all that it stands for.

The majority of the abuse problem was a result of priests who were ordained during the 60's & 70's (sexual revolution). This was the same time that a lot of diocese were run by very liberal bishops who ran very liberal ships. Times have changed, thank goodness, as most bishops now, are more conservative and make sure the seminaries in their diocese' are not run by liberal nutjobs.

No wonder the folks in New York and New Jersey are paying such outrageous sums per student to send them to public schools. This is an outrage! And it would never stand in a private company, unionized or not. The company seeks profits and would find ways to trim these cretins from the rolls, prosecute them, something. This article provides an unfiltered snapshot of our new reality. Western Civilization has become a mentally deficient sub-species that is too narcissistic to expend the effort to protect our offspring from predators. Rats, mice, birds, along with most other life forms will fight to the death to protect their offspring from harm. Maybe our species has become too defective to continue. Here's a suggestion. An administrator who pays a teacher without giving him teaching duties should be subject to firing. With such consequences they might not so easily agree to union contracts that waste money and keep perverts on the pay roll.

You aren't actually saying that 10% of students are actually molested by teachers, are you? Look, I hate bad teachers, and there are hundreds of thousands of horrible teachers in America. Many of them are private school teachers, 'statism' has nothing to do with it, bad people are bad people. But overstating the problem is ludicrous. You must define what you are actually talking about, and prove what you say. If the authors of this study really believe that MILLIONS of students are touched inappropriately by teachers, which the 10% figure is saying, THEN SAY THAT. I FIND THAT HARD TO BELIEVE. As one would fight a deadly disease, we must eliminate the victimizers of children, young people and vulnerable adults who think nothing of destroying lives and families. The removal of the statute of limitations will be instrumental in this fight. We either care about the safety of children and the innocent, or we do not. Dont forget the biggest scam of all. Even when its shown the public school district was negligent in protecting the children from suspected pedophiles, there's a little thing called soverign immunity which keeps them from having to pay out anything. Thus, unlike the possibility of big $ payouts from private organizations like the Catholic Church, the attorneys and their clients (parents) get $0 for civil litigation with the consequence that sexual abuse by teachers/staff in the public schools are far, far less scrutinized than the priests ever were.
But let's not forget home schooling is a financial bonus to the teacher's unions and bureaucracy. They collect your tax dollars and then you have to pay to educate your own children which they no longer have to teach. Win/win for them.

My suggestion is to axe the entire Department of Education. They have produced no provable positive results since they were created and they could lock the doors Monday with no ill effects to the educational system. Put their budget into vouchers.
I grew up up going to a catholic school until the ninth grade (I was also an altar boy). I do remember how priests would be there one day, and then, all of a sudden, they would be gone with no explanation. Later on, I realized that most priests are preverts who are just moved around from one parish to another. Best advice I could give, If you have a young child and you see a priest, run as far away as you can.

People assume these teacher unions are all powerful. I'm a pretty conservative guy but the stuff I've seen in these schools? (LAUSD) There have been DOCUMENTED cases of administrators taking a dislike for employees and trumping up charges of sexual misconduct, in one high profile case a principal had a student lie to frame a union rep who was exposing her theft. Naturally, was sent to a rubber room and later exonerated after the student fessed up. Anyone know how anguishing it is to be accused of this?
To be sure I have seen p.e. a female p.e. teacher take a sexual liking to some of her boys, and a teacher having sex with some math students. It happens and it should be punished.
Also the public need to be aware students lie. Fail some kids on a math test and they tell the parents the teacher rubbed up against me the wrong way! He hates me because I said no! He or she is weird! More common than you'd think. God forbid a teacher catches a student with drugs…the accusations fly! Parents of course always want to believe their kids.

Public education is a messy business. Imagine some of the weird, off their rocker low morality, low integrity possibly psycho or druggie people you know. Plus, do you understand the fundamental psychological difference here? Many Catholic clergy shamed young men and women over their own human sexuality. It was this shame that they were deliberately, psychologically able to exploit to keep these young people silent. This is not some dark left wing fantasy. It means nearly 10% of kids are going to be sexually harassed by teachers at some point in their school years. That means some will get passes made, some will get felt up, some will get assaulted. I had a gay teacher make a pass at me in high school once. I'm sure a lot of kids experience that. Some are OK with it if they like the teacher. A friend of mine says he slept with one of his teachers and was glad it happened.
The point is, it's very common and more so than priests doing it to kids by a wide margin.
I agree with you that there are students who make false accusations. Didn't want to imply that teachers were rampant, only that the system is screwed up and is not handling it well, which is what happens when you have a bureaucracy that is part of a public system. And then unions come in.

To be fair, I think there was – and still is – a large number of homosexuals who join the Catholic priesthood because they think that surrounding themselves with the Gospel will help cure them, or at least help to stifle their urges. In some cases, it probably works. But one of the things I've noticed as I've grown up is that the harder you try to live your life by God's teachings, the harder Satan works to tempt you to do otherwise. If you're already vulnerable and grappling with something so big, the strong temptations can't be easy for some people to deal with, and this can certainly lead to situations of abuse.
I'm not arguing with your point at all, because I do believe you're right, and that many homosexual priests joined up for the exact reason you mention. I just don't believe that it's the only reason there are so many gay priests out there.

I agree with you Victoriag that the statute of limitations should be removed for victims of childhood sexual abuse. It is a very sad but this is a crime that so many people either can't believe a respected person such as a teacher, a minister, rabbi , priest , nun or college professer could be capable of doing these horrible things to children or vulnerable adults. I was sexually abused by a older altarboy who is now an ordained priest. Please people wake up and open your eyes and remove these limitations. Alll these abusers need to be brought to justice.

I remember the Brietbart reports about some party being held for "curious" school age boys, sponsored by a school, and "mentored" by adult gays…I recall drug use and open sex being involved…
At college, I knew a Lesbian grad student who asserted that their advocacy organizations encouraged them to pursue education specifically to recruit and "groom" children for the lifestyle. She was in the teaching program and I saw her often around campus and her residence with numerous Junior High aged teen girls. It was obvious to others what was going on there, but no body would say a word for fear of P.C. retaliation…
I believe that in the case of the Catholic church abuses, most of the victims were boys of broken, single-mother homes, boys who were not closely supervised or had no support other than the church. In other words, the victims were carefully picked from a vulnerable population. Unlikely that a priest would go after a boy from a very cohesive two-parent family. Which is another reason "traditional" families are a target of the statists. Healthy families are an impediment and a bulwark against liberal policies.
I agree ! I too was sexually abused. I know the church says it was only a very small percentage of priests involved. But how can they expect to be believed when the bishops and cardinals will do whatever it takes to hide them. The bishops by doing this throw suspicion and guilt on all priests. Jesus never had to hide the truth about one certain apostle who bturned him over to crucified. I have told my sister to get her children out of catholic school. .My experience with that was also bad when I was in Parochial school. This abuse is worldwide now. . The publis schools have a high amount but there is a better chance of justice for the victims than from the catholic church and its coverup experts " the bishops"

All I was saying was we should approach these issues with some seriousness. And we do not have the death penalty for anything but First Degree Murders in this country. Now if you'll see below Sensible99 writes an actual serious suggestion: "How about civil suits against the unions for protecting their child predator members?" This may be an actual viable course of action. There could be others, like putting clauses into tenure that make it possible to revoke tenure on suspicion of fraternization/molestation with students. I for one would get rid of tenure altogether. But just kvetching about "I wanna euthanize those teachers" does not represent critical thinking or the ability to communicate well — two of the hallmarks of Reagan. Now that's a Cold Warrior.
By the way I'm no ethics professor but I'd probably want to execute child molesters too. It's just not in the cards right now.. But at least 20 year sentences would be a start. I think a lot of them get out with 5 years or less (!).
You believe that the public schools are 100 times worse than the clergy mess? I was abused by a clergy member when I was a young child . I t was never reported to anyone because of fear of the catholic church .The abuse cases that have been reported are probably only about 10 percent of the actual number. Fear of the catholic church and its leaders keeps the rest of the victims silent .!!!!!
It is telling that so many statist pieces of legislation to "protect the children" by removing statute of limitation limits to allow suits to be brought against Catholic parishes and dioceses for accusations of abuse from decades ago EXEMPT public schools.
I went to Catholic school grades 1 thru 8 in the '60s. I was also an altar boy for a time. While I was there, there were no incidents. Maybe things have changed since then, but not here at my parish, and not at any of my friends' or relatives' parishes. I went to a public high school, however, and I know of an incident there. And I do come from a small town (HS graduating class was around 80). Mr. Hudnall, I believe your version is close to reality. I do feel bad and pray for those that were molested. I hope that justice is done for all who were molested and applaud those that have the courage to come forward and confront their attackers.
Education should be privatized. Let every school compete for that education dollar, and you'll see the end result improve. It's worked for years at the secondary level, where WE decide which colleges deserve our business, why are we so convinced that it can't work K-12? No meaningful reform of public education will ever take place until the teacher's union is broken…
People who work in education commit sexual offenses shoould be fired and subject to rapid trial. While awaiting trial the charged shall be banned from the classroom. If found guilty they must spend a minimum of 10 years prison time and should be banned from any contact with children the rest of their lives and must forever wear a tracking anklet and must submit for mental examination. They all can begin with Obama Safe Schools Czar who feels children are naturally sexual being and should not only be allowed to experiment with other sexual preference but should be given condoms, literature on appropriate manners when engaging in oral sex, to swallow or spit and even gave out fisting kits. Yes but what about those teachers who have been accused of sexual offences but for whom there is not enough evidence to be sure about the guilt or innocence. They can't go back to the classroom, but on the other hand it is hardly fair to allow someone's life and career to be destroyed by an unproven allegation.

The point is that public schools are exempted from the same scrutiny which has been put on Catholic parishes. Catholic parishes and dioceses are being bankrupted because statute limitations have been eliminated for clergy abuse, but not for public school abuse cases.

As an attorney, I can tell you that there IS the death penalty for child rape on the books in a couple of states…as well as for rape and a few other non-murder crimes in the UNIFORM CODE OF MILITARY JUSTICE.

Civil suits against unions is a non-starter, because the union didn't make the union member sexually assault anyone. The shield of "real party in interest" rule (off the top of my head, I think it's Fed. R. Civ. P. 15, which is the correct way to cite to Rule 15 of the Federal Rules of Civil Procedure) means that you don't sue someone who has no relation to the wrongful act, and that theory of relationship is so attenuated that it won't fly in court. Regardless of whether it's true.

Personally, I am a product of our public educational systems but had my education supplemented by a Historian, (Grampa) an English Teacher, (Grandma) and a Post Graduate Studies Professor (Dr. Ma … who despite her liberal leanings sees the way things are going) and I would stake my reputation on the education I received at home any day of the week but the education I got in schools? Well I had to drop out of University or be failed because I questioned the right of the professors to preach and profess their opinions while blatantly ignoring facts or encouraging any evaluation based on anything more than emotions and what they "thought" about the subject matter … so for staking my reputation on my "tenure" in public education … not so much!
In our school district in New Jersey, schools are not required to report to police assaults on students whether they are by students or teachers. So, if a student is molested, even if they report it to the school, they may do nothing. Parents are routinely discouraged from reporting assaults to the police and assured that the school will "handle it".
As the study from Newsmax in 2004 reported: "And six years earlier Education Week searched newspaper archives and databases, finding 244 cases in a six-month period. The allegations in that short 1998 study ranged from unwanted touching to sexual relationships and serial rape." They found 244 "reported" cases in six months but you can reasonably assume there were more based on under-reporting or suppressed reports.
Although not school related, there definitely is a double standard in news reporting when people like Barney Frank are protected from scandal and Jesse Dirkhising's murder goes almost virtually unreported.
This isn't a cut and dry issue. It is certainly not right to have these teachers doing nothing and collecting paychecks. But the REALITY is kids say the damndest things. Teenagers in particular are smart enough to know what to say to "get back" at a teacher they don't like.
I'm not a teacher, but I worked with at risk kids for five years. In a nutshell, I worked at a school that housed at-risk kids in homes of 10-12. We worked with only boys, as all it would have taken was one accusation from a girl to ruin my reputation. Even with the boys, you always made sure you weren't alone with anyone, etc. All because kids say the damndest things. It happens. The tragedy is it makes the actual awful accusations of less credible, BUT at the same time makes false accusations more credible than they should be.
It's easy to say "FIRE THEM!" but until you actually work in such an environment, you don't get the full picture.

80-90% of the priests involed in "pedophilia" were actually homosexual men preying on adolescent boys. I lived in a diocese that was one of the worst offenders in this area. All but one of the offending priests fit this definition. This was one of facts minimized or simply not reported by the MSM.
I worked in a hs library where I was ordered to "watch" another term for guard a primary grade teacher who had repeatedly over 20 span molested his young male students. It was buried/covered up and he remained free to offend again. Finally, after all that time a parent followed through and pressed the DA for criminal charges. However, with all that prior knowledge, the district could not send him home to await the trial……..he wanted to remain, the union wanted what he wanted and he was placed in the hs library with a librarian guard. While there, he continued his obsessive behavior. I reported this to the district and advised them if they didn't get him out of there I'd both report him to the DA and write a letter to the editor of the local paper. They removed him immediately and the union okd sending him home. PEOPLE HAVE TO STAND UP TO THESE UNIONS. They are protecting criminals AND criminally unproductive teachers. It is the children and their families that are getting injured!

i heard of the term " pass the trash " on the news and the story just disappeared i talked to some teachers i know and they verified that the story was true. the term means that bad teachers usually perverts are just passed on from school to school to make it look like they were fired so the complaint's would go away. they convince parents to let the school handle it in order to protect the student from ridicule and the trauma of going through a public trial. please investigate this and do a followup story on this also.

Well when you are taxed to death and need two incomes to survive I suppose school is daycare. That said it is the parents fault the schools get away with the crap they do. I guarantee you nothing like this would happen around here. People get very involved and I have had many meetings with school principles about what teachers have done. I am not the only one. If parents got of there lazy asses and put heat on the school officials things can change.

I home school because in Detroit they graduate kids who can't read at a 2nd grade level, children die waiting for public transit to take them home, and the main thing they are learning is how to buy and sell drugs.
Parents are lied to (and believe it) by the Robert Bob freak they have running things. They don't show up for the school functions. School is just a place to send their kids to get out of their hair.
If our house wasn't paid for, and we didn't live off grid as far as we do, then we couldn't a foord for me to stay home with the kids. It's worth living on less to know they are being taught well and safely.
Many unions are organized against the Tea Party movement and it's very easy to see why they are — among which are also some from Wall Street: because they're afraid of any interruptions to the current unholy-relationship between them and taxpayer funnels via the federal and state governments.
The situation with CA is particularly horrific what with the state's ongoing bankruptcy. Yet the Leftwing state legislature will never consider reducing spending, if anything, demands to spend more (sound like Democrats in Congress, too, doesn't it).
Teachers union/s and public workers (SEIU, etc.) in CA are among the biggest donors to the DNC, by the way.

Yes, they do recruit youth. In graduate school, I sat in on a few undergrad. classes and was shocked — shocked — to hear various hours "devoted to" (derailed to include instead of the curriculum material) students having to sit circle around a "visiting speaker" who was there to promote homosexuality. The instructor was also homosexual and took a great deal of every hour in class time to "share" his personal story, so to speak, including a lot of graphic descriptions. I still don't understand whattheheck any of that had to do with that class in any specific sense, nor with the text assigned to that class nor the curriculum as the class was described. It became, very quickly, a "class" to "instruct" in and solicit homosexuality.
You must have been in a location where there was a group of such abusers (which has been proven, they establish by bringing more of them into parishes, seminaries, etc. after gaining a foothold in such). BUT the entire Church is not like that nor so affected.
The Church is doing a lot to weed out the abusers and other homosexuals from Seminaries, from the admissions panels of seminaries — from whence Priests later become (so it starts with who admits whom and why).
Admissions panels at seminaries, once populated with a certain problem, then select out for others engaged in that same problem (in this case, pedophilia as also homosexuality).
The Church HAS made it clear that homosexuality "is not compatible with the Priesthood" and that pedophilia and other abuses is both wretched and horrible — and unacceptable by anyone. The VOWs of the Priesthood include chastity and celibacy: celibacy is the physical, while chastity is the spiritual and psychological.
If someone's lusting after anyone else in the Priesthood, they're in violation of their vows and there's a problem accordingly — and especially to whomever they target.
So people acting on such impulses are not only violating their vows but their own souls to state the obvious, and of course, worse, their victims, and need to be rooted out and immediately removed from the Church.
I think the biggest problem of credibility and believability for years with the Church was that complaints were not taken seriously, and/or abusers were just relocated without regard for the ongoing threat they posed if left untreated and remaining in the Priesthood.
I can't say in your specific case (don't want to pry) but what I started off writing is that there were pockets or groups of abusers, who congregate within the Church as they also do within other groups (teachers, synagogues, schools, civic groups, protestant churches, etc.) — they form a group and then the group of abusers grows. So it results in a "community of" abusers or groups who cover for one another and the victimization continues, horribly.
But don't assume that this is what the Church in general is, nor any other group as I mentioned. Abusers rely on being enabled by other abusers, so where you find one, you're very likely to find others, in specific locusts or concentrations of locations.
