In what can be viewed as an alarming and further blurring of the lines between the Mexican government and Mexico’s highly violent drug cartels, Julio Cesar Godoy Toscano, who had been actively (exactly how “actively” is debatable) sought on drug trafficking charges, was sworn into the Mexican Congress Sept. 23, 2010. As a member of the Mexico’s Cámara de Diputados or Chamber of Deputies (like our House of Representatives) Godoy is now exempt from prosecution on those charges for at least five years. The Chamber of Deputies could take steps to remove Godoy, how vigorously they pursue that action remains to be seen.
In reality some feel that that the political will to challenge his status isn’t very strong in this 500-plus member body and, more precariously, it would pit a politician against a reputed member of a drug cartel, an uncomfortable stance for any life-loving politician in Mexico to take. Godoy is a lawyer and a member of the left leaning Party of the Democratic Revolution, or the PRD. In a further development, the Juarez newspaper El Diario is reporting that Mexico’s Interior Minister, Francisco Blake, will consider procedures to have Godoy removed from office and made to face charges of organized crime. It is uncertain if this will really happen and regardless, this whole situation may wind up in the Mexican judicial system (which is another ethics challenged branch of Mexican government) but, we‘ll see.
Godoy had previously been the mayor of the small town of Lázaro Cárdenas, an important “check point” for U.S. illegal drugs moving north through the western Mexican state of Michoacán. Godoy was appointed to the post after the former mayor resigned in a corruption scandal and Godoy’s half brother, the governor of the state of Michoacán, Leonel Godoy Rangel, appointed him mayor. Julio Cesar Godoy is reputed to have ties to the ultra-violent drug cartel La Familia Michoacana and police had been “looking” for him since May, 2009. He was sought as part of a wider roundup of reputed drug criminals in 2009 but had eluded police since shortly after his election to Congress. From a total of 27 government officials arrested, including ten small town mayors picked up in this particular round up, 20 have since been released.
Once Godoy disappeared, his party, the PDR, denounced the raid as a political stunt orchestrated by rival political party, the more right leaning Partido Acción Nacional which translates to National Action Party or PAN, the party of Mexican President Felipe Calderón. Of course Calderón recently stood in the well of the United States Capitol and arrogantly denounced Arizona‘s SB 1070 law, but he has now announced the construction of Mexico’s own wall as part of stepped-up immigration/illegal drug enforcement on its southern border. The irony — not to mention the hypocrisy — is delicious.
One certain way for Godoy to dodge the charges hanging over him was to take his seat in Congress thus taking advantage of a Mexican blanket immunity law that dates to the late 19tj century and was originally intended to shield Mexican politicians from harassment by opponents and others while in office. Godoy’s path to office was cleared by an allegedly cartel-corrupted judge in Michoacán earlier this year. Very few high-profile criminals actually face prosecution and jail sentences in Mexico if they are “well-connected” like Godoy.
Godoy managed to make his way to Mexico City and even more impressively slip through the police dragnet encircling the legislative compound searching for him and into the Legislative Palace of San Lázaro. Godoy managed this feat by changing his appearance with a shave and grayer hair. Then, after hiding out in the compound for a few days, he emerged into the Chamber of Deputies looking very dapper, where he was promptly sworn in as a new Congressman. Immunity seemingly achieved.
As alarming as this all might seem to a sane person – in reality it’s all Mexico’s problem – isn‘t it? Well, my real concern is that hundreds of millions of U.S. taxpayer dollars have poured into Mexico for the Mexican government to battle the very cartels of which Godoy is reputedly a member. This obvious incongruity should be a concern for the U.S. government from the White House on down to local U.S. border town officials. My question is – exactly how thoroughly tainted is Mexico’s government with cartel drug money? Why are we seemingly funding and fighting the same entities simultaneously? This sounds like our current relationship with the likes of Afghanistan or Pakistan – pay us and we’ll cooperate with you, or perhaps more precisely “pay us and we’ll act like we’re cooperating with you,” but I digress.
Some $400 million of U.S. taxpayer’s money has already made its way into Mexican governmental hands, and hundreds of millions more are in the pipeline. Is our taxpayer money being administrated by government officials whose big smiles, outstretched hands, expensive shoes and nice suits belie their duplicitous actions and cartel affiliations? Are we paying the very cartels we think we are assisting Mexico to eradicate? Who is auditing the way U.S. tax payer cash is being used by Mexico? Exactly whose pockets are our tax dollars are being tucked into, and is anybody checking?
I’d hope that inquiring Obama Administration or U.S. Congressional minds might want to know.

Criminals in Congress (Mexican or American)? Who woulda thunk it?
This is roughly the equivalent of Hezbollah holding down seats in the Lebanese government.
We really, really need to build the Wall. And a minefield. And station quick response forces and helicopter gunships along it.
And this is a new observation?
There has been payola between drug runners and politicians forever.
The only was to stop it is to have good laws in place and ENFORCE them….. gee, that would be something new.
Ah, foreign aid … another way to to trim the budget and cut government spending. We can't afford to keep propping up states like Mexico.
Let's go over some not so recent history. The cocaine craze in Florida fueled similar violence, though no where near the scale we are seeing in Mexico, and on our border. Was it 10,000 lives just last year? The way that was dealt with was a group of officers who dealt with it, right then and there. Now the stuff didn't go away but is brought to a low hum. Now you've got an explosion in illicit paraphernalia, that kind of counter attack will not work because the drug pushers have enough government support to repel it. In short, nothing short of all out war will solve this. And we aint going to war with Mexico. So this will continue to devolve and will consume more lives and waste more money and our strategy will fail.
I wouldn't be surprised to learn the government is in bed with the drug trade.

Harold Coyle an author specializing in "hypothetical war" fiction wrote a book back in 1992 called, Trial by Fire.
While the book features to some craptacular PC'ness, i.e. the obligatory female in charge of a combat unit, it speculates about what would happen if some Mexican army officers decide to clean house, starting from the top.
We have to bear in mind the present Mexican constitution has only been around since 1917.

Let me see, how many drug lords and paid off Mexican officials have made credible threats against our nation and sovereignty………Hmmmmmm……I cannot find one. The Mexican border IS critical to prevent CRIME and CRIMINALS from encroaching too rapidly into our country. But to compare thugs who are a part of a cartel with religious zealots verbalizing their aim and taking action in a existential threat is naive and perhaps even childish. Cartels have no desire to run nation-states under their rule and philosophy. The bad guys in the Middle East have stated that goal repeatedly for generations.
John, I appreciate your comment..but i think its a bit mi-optic in view. I have been witness to several La Raza parades and I'm not sure who is the more immediate threat to America… Drugs are destroying generations of Americans, more than a bomb or two could ever hope to destroy.

No, the Muslims would care less about the US only if Israel DIDN'T exist. And, so, the only way many of that view would be happy is if the US either had no position at all in support of Israel or took the side of the Muslim world entirely. If you favor either, it tells me what I need to know.
The US stands in the way of the first step – the removal of Israel. The next steps to conquer more nations are still on the radar, even though it could take generations or even a millennium. If you wouldn't even consider that the most recent attempts at terrorism in France are more driven by zealotry than by anger for "meddling" then you will not look at culture and the facts objectively. How much has France meddled, after all? They are certainly not even decent allies of Israel. But they are resisting Islamic cultural influences. The dots don't even require much connecting.
The Mafia didn't have a known Capo sworn into the U.S. Congress – as far as I or anybody else knows. Dirty money has always been part of politics dating back to ancient Greece and Rome – it's the blatant nature of this that astounds me.
I'm thinking, and hoping that Europe is close to saying "enough is enough" with their out-of-control Muslim problem. The Muslims are exploiting Western law and meekness to subvert and ultimately dominate Europe even if it takes 100 years – Islam is about way long term domination – starting now. Eliminating Israel is part of step one.

I propose we end ALL foreign aid for two years, At the end of two years ALL countries seeking aid would have to come to a two day conference – presidents or Prime Ministers, kings, who ever is actually in charge and stand in a line with their hats, head dresses, turbins – whatever – in hand. They would sign security agreements – if they SPY – like Israel or China (China gets about $50 million A YEAR belive it or not) – cut 'em off, if they block us in the U.N. – cut them off, if they cross us in anyway – cut 'em off.
SInce money makes the world go 'round – and if we're going to pay them – let's get tangible results for our tax money – and make them grovel at our feet. That'll weed out the theives and frauds – and we'll reinforce our global dominence.

Speaking of Juarez ( I know you mean Cancun, Alcapulco, etc.) it is being CRUSHED by this war. People here in EL Paso flowed legally back and forth in great numbers. I remember going to Juarez as a kid and then as a teen and young (re: partyin') adult all the time. My Dad used to go there regularly as an airman in the 50's – G.I.'s used to go there by the thousands and spend millions on drink, hookers, etc.
Now shopping malls are quiet, closed down rotting hulks and the famous downtown bars are deserted. A guy with an AK might walk in and mow you down.
It's bad. I used to take the Lemondrop to Cancun (love Cancan) regularly – not anymore.

Twin six year old girls went to Juarez to visit their father a few days ago – he's a Mexican national who can't come here (hooray! obey our laws) and while they were in Juarez a gunman broke in to kill the father's roommate and shot one of the twins while the other liitle girl hide under the bed.
Her twin's funeral was yesterday. Outrageous.
Another American citizen KILLED in Mexico, it's about one a week or so. More El Paso citizens die in Juarez than die in El Paso from the violence.
The answer is clear – Americans – do like I do – stay the hell out of Juarez and out of Mexico in general.

A coalition of Mexican mayors has asked the United States to stop deporting illegal immigrants who have been convicted of serious crimes in the U.S. to Mexican border cities, saying the deportations are contributing to Mexican border violence.
The request was made at a recent San Diego conference in which the mayors of four Mexican border cities and one U.S. mayor, San Diego Mayor Jerry Sanders, gathered to discuss cross-border issues.
Ciudad Juarez Mayor Jose Reyes blamed U.S. deportation policy for contributing to his city's violence, saying that of the 80,000 people deported to Juarez in the past three years, 28,000 had U.S. criminal records — including 7,000 convicted rapists and 2,000 convicted murderers.
Those criminal deportees, he said, have contributed to the violence in Juarez, which has reported more than 2,200 murders this year. Reyes and the other Mexican mayors said that when the U.S. deports criminals back to Mexico, it should fly them to their hometowns, not just bus them to the border.
But critics in America say the Mexican lawmakers are simply trying to pass the buck to the U.S. and its taxpayers. They say the Mexicans should take responsibility for their criminals, who are putting both Mexican and American lives in danger.
U.S. Immigration and Customs Enforcement transports a majority of Mexican criminal aliens back to Mexico on buses. Since they're often held in U.S. detention centers near the border prior to deportation, busing them to Mexican border cities is much less expensive than flying them to the interior of the country.
Those convicted of crimes in the U.S. are required first to fulfill "any sentence imposed by the U.S. courts," ICE spokeswoman Virginia Kice told FoxNews.com.
She said all of the deportees are then met and inspected by Mexican immigration authorities when they arrive in Mexico, and if they are wanted for crimes in Mexico, they are also met by representatives from the Mexican Attorney General’s Office.
But if they don't have charges pending against them in Mexico, they are free men and women once they cross the border regardless of what they have done in the U.S.
Despite that, ICE says it recognizes the threat posed by Mexico's cartel-related crime and has been working closely with Mexican authorities to address it.
"Earlier this year, ICE suspended the removal of Mexican nationals with criminal records to Ciudad Juarez," Kice said. "…In addition to dedicating unprecedented manpower, technology and infrastructure resources to the border, ICE has also collaborated with Mexico to adapt its removal procedures in response to safety considerations."
And while criminal aliens continue to be repatriated to Mexico at other locations along the border, Kice said, "those removals are coordinated closely with Mexican authorities and advance notification is provided prior to the return of convicted violent offenders."
Juan Hernandez, founder of the Center for U.S.-Mexico Studies at the University of Texas at Dallas and former director of Mexico's Presidential Office for Mexicans, says he's spoken to the border city mayors, and they don't believe the U.S. is doing enough.
"Mexico believes that individuals who commit crimes in the United States should be prosecuted in the United States and not sent to Mexico to continue their performing of crimes," he told FoxNews.com.
Critics of the Mexican lawmakers say the U.S. is prosecuting the criminals in question, and if Mexico wants to keep them out of its border towns, then it should be up to Mexico to lock them up or transport them elsewhere.
"It's almost perverse that foreign officials would blame us for sending their criminals back to their country. Sovereignty entails responsibility. This country needs to take responsibility for its own criminals, and other countries — Mexico included — need to take responsibility for their own criminals and deal with them," Ira Mehlman, spokesman for the Federation for American Immigration Reform, told FoxNews.com.
But Hernandez, a dual citizen of both the U.S. and Mexico, says the U.S. can't wash its hands of this issue.
"The border will never totally be shut down because we don't want that to happen in the United States. Mexico is our second most important trading partner, there are close to one million people crossing legally every day between Mexico and the United States," Hernandez told FoxNews.com. "So we can be strict to the letter of the law and say these criminals are Mexico's problem, but it's not just their problem because it will come back to haunt the United States."
"Every day, American citizens are victimized by illegal alien criminals because, for political reasons, our government refuses to enforce immigration laws," he said. "…We need to put resources into protecting our own interests and making sure violence doesn't spread across our border."

Yes, you're right. But having a president that unashamedly admits to doing drugs and has no apparent priority to stopping the flow of drugs or illegals only compounds the problem.

When I read this I wondered, which government? The Conquistador Government or the American Government. Lately, they are difficult to separate.
Oh, yes, there is one big difference. The Conquistador Government has strict immigrations rules. Illegals are shot on sight.
With these things it always goes much deeper than you think on the surface. It is always harder to imagine what levels it has actually not reached.
That's why it's hard to get rid of . Operations are compromised.

Once I accidently drove a rented car from San Diego into Tiajuana, Mexico, (1965),
When I realized, that I was in Mexico, I immediatly turned and got in line to returned to the US.
I didn't want to drive a rented American car in Mexico.
It's amazing that there was no stopping going into Mexico.

Out here as you pass into Mexico (the last time I was there was about four years ago) and the Mexican officials just wave you through.
Still, there's a bridge that forks off the Interstate 10 that leads directly to Mexico (like you were saying) and on Friday nights the traffic backs up for a mile or two. It seem people might be living here and going there for the weekends. Hmmm?
Clearly people are still crossing into Mexico by the thousands, but not me, no way. Too dangerous and I don't have specific business there even as I'm writing about it. I can read newspapers and and research without setting a foot over there.
The old movies they made about Mexico were so good that I wanted to see some of it.
