Students taking lab science courses at Berkeley High School in California face loss of a substantial amount of instructional time next year, in order to free up funding for unspecified “equity programs.”
“Equity,” as it’s used in the People’s Republic of Berkeley, seems to mean whatever the speaker believes will close “the achievement gap,” which is virtually an obsession in the district. After all, no one wants to be seen as hostile to “equity.”
Supporters of the current system, in which lab science classes meet for six periods a week (and Advanced Placement lab classes for seven), cite the school’s outstanding performance on AP exams, and the opportunity to use the extra time to help struggling students.

Some critics, on the other hand, feel that not enough of the right kind of people are taking the courses that benefit from additional lab time. Some even come right out and say it: too many whites take those courses.
Disputes over “equity” ultimately arise from the high school’s demographic mix. The school is very diverse, not only with respect to race and ethnicity, but also in socioeconomic status. And it has all the “achievement gaps” one might expect, only more so. Hemphill said on the Forum program that the gap is larger at Berkeley than in Alameda County as a whole, or in the state.
It’s the only regular high school in Berkeley Unified, with slightly more than 3,300 students. So it mixes a large contingent of children from families associated with the Berkeley campus of the University of California with children who have no connection with the university, and are more likely to be low-income, minority, or still learning English. Many come from outside the district, something seldom mentioned in mainstream media coverage.
Enrollment this school year is 14 percent Latino, 26 percent African-American, 34 percent white, 16 percent in a category the district calls multi-ethnic, and approximately 8 percent in a variety of Asian groups. But students make very different academic choices. Berkeley has six component schools, four of them officially designated “small schools,” averaging around 200 students each; about 500 in the International High School; and the rest, a majority, in a fairly traditional program called Academic Choice. For instance, one of the small schools, called the Community Partnerships Academy, has 51 percent African-Americans and only 7 percent whites. Another, the School for Social Justice and Ecology, is 44 percent African-American and 20 percent white. In contrast, the international program is 21 percent African-American and and 44 percent white.
These choices play out in the science classes as well. The AP science classes are only 10 percent African-American and 53 percent white, while the science classes without additional lab time almost exactly reverse the proportions, with 51 percent African-American and 9 percent white.

Berkeley biology teacher Nick Pleskâc told the student newspaper, the Berkeley High Jacket:
If you look at who all this extra [lab] time is going towards, a lot of it is going to AP and IB students. That means that already more time is being given to students who are on the higher end of the achievement gap.
Lab classes are now taught in extra periods before and after the regular six-period school day. Funding for faculty time to teach these additional sessions, which replace part of their standard teaching load, comes from a dedicated parcel tax.
In early December, Principal Jim Slemp presented, and the School Governance Council approved, a proposal to adjust the school schedule. Among other things, the proposal would eliminate that funding and use the money for “equity programs,” according to the Web site maintained by the International high school. It also reported that Slemp said the proposal didn’t need approval from the district school board. As word got around, however, and major media outlets finally began to take an interest in January, the board has apparently taken a different view.
A community Web site, berkeleyside.com, reported on Jan. 11 that Berkeley Unified School District Superintendent Bill Huyett was to appear at a meeting for parents Jan. 19, to explain “why the Board Policy Subcommittee is examining alternative governance structures for Berkeley High” and to solicit parents’ views.
The most contentious aspect of the new schedule is the elimination of before- and after-school time for science labs. The extra funding that goes to science will be used instead for unspecified “equity grants”, aimed at reducing the achievement gap in the school.
BHS science teachers have written an open letter to the school community. If you’re concerned about the future of science at the school you should read the whole thing…
And Karen Hemphill, president of the School Board, said Wednesday (Jan.13) on KQED’s Forum program that an alternative proposal could come before the board Feb. 3.
Under Slemp’s proposal, labs would be taught during the regular school day, and thus crowd out some of what is now class time. In an open letter signed by 18 members of the school’s science faculty, a majority, they said instructional time would be cut by 21 percent, and 30 percent for AP classes. They wrote:
This flies in the face of the current push for equity. It is the very students Principal Slemp wants to serve who will suffer. To close the achievement gap, students require more instruction, not less.
Mardi Sicular-Mertens, the senior science teacher at the high school, and a co-signer of the letter, said on KQED, “We want to offer quality instruction, and this has a track record. Putting it into something we know nothing about is like taking money for blue chip stocks and buying lottery tickets.”
No one doubts the importance of efforts to close achievement gaps by improving the performance of low-achieving students. The dispute is whether taking resources away from high-achieving students is also a legitimate way of closing the gap.

Here's an assignment for the students, teachers, and parents in Berkeley. Read Democracy in America by Alexis De Tocqueville and see if you can figure out what you're doing wrongly. That book has been around for just under 200 years so chances are it has something to say.
but why is the basketball team is all black
I can't say it enough, take color of skin out of all government programs, we are all equal under the Constitution and untill we stop looking at color we will never acheive MLK's dream..
I guess the logic to this incredibly stupid decision is as follows:
If we take opportunities to learn away from higher achieving students, then they won't achieve as much. Then, when we make the lower achieving students hopefully perform better, they won't have to rise as far to be with their peers.
Be on the lookout for grading on an “equity curve’. As Obama was given extra credit going into the presidency because of his color, so to should the color-disadvantaged kids.
“White knowledge” as a concept has been around for years now. There is no limit to the corruption these radical Leftists want to institute.
The next time VOUCHERS for school choice come up on the ballot, please vote YES this time…It will be the first step in the long road back to a competition based school system that takes into account equity thru excellence, not promotion of mediocracy to achieve a preconceived racial/ethnic balance.
It's really the only way for US
One of the main goals of the Progressive Movement is to make everyone "equal". Exceptional-ism cannot be tolerated. You must not be better than the "collective". In the utopia they are trying to create there is no room for individual achievement.
The 'progressive' version of knowledge (except for its Party cadres, of course) is that it should be distributed among the lower orders exactly as Government Soup. Receipe: the Party takes charge of all food items at the source, reserves the best bits for itself, boils the rest up in a monster cauldron and pipes the resulting equality-gruel out to a grateful populace.
So with education. We must rob Trotsky of school hours to pay Lunacharsky, so that there won't be any examples of false-consciousness 'brilliance' to create hate and discontent among the proles.
This "educational system" promoted retarded Obama as a genius. Release his educational records now! Obama has spent a million dollars in lawyer fees to keep them secret.
I'm assuming that is a rhetorical question? Anyway the answer, for the Dims in attendance today, is they want the best players so they have a chance to WIN…It's competitive..I know, it's a foreign concept….
Hey Berkley do you understand what you've been voting for all these years. Liberalism at work, it couldn't happen to a nicer bunch.
First, until we attack the REAL problem nothing will be resolved. Unfortunately there are far too many children that are unwanted. Too many parents have made social programs their designated career choice, we must first disable those that abuse the program with limits. We created Octomom. "C" is supposed to be the average, yet now every student is supposed to be A/B??? If every student applies to college has A's and all of us attend college, what is the value of the degree going to be? C students have the ability to achieve as much success as a A student but America in an effort to equalize is undermining those very students. Everyone is supposed to go to college, NO! Many students have no interest in it and would prefer a excellent trade program, perhaps even more lucrative for them. America does not GUARANTEE your success but the opportunity is there. We most motivate those underachievers not by freebies but empowering them to know at one point in their lives they are in charge of their own destiny not the Government.
Education, it's not about learning, it's about bureaucrats feeling better about themselves.
It's not different than your normal everyday Democrat policy decision: A "fair" society or school means everyone being poor or stupid. It's the American (Liberal) Dream.
Time to send in Diane Moon-Glampers!
In case you're not familiar with Ms. Moon-Glampers, she holds the position of "United States Handicapper General", although that title was assigned to her by Kurt Vonnegut back in 1961 when he wrote the short story "Harrison Bergason". Today, in Berkeley, her title would most likely be "Handicapper Czar"
The story is set in a Utopian striving society, like Berkeley, where they desire to bring about equality for all. They find that it's almost impossible to motivate some people to perform up to their capabilities, so instead they aim to bring anyone above average down to average. Too athletic? They burden you with a neck collar of lead, Great artistic ability? Cured by forcing one to wear blinders. Too many smart people enrolled in an advanced course? Easy fix – eliminate the course.
I'm sure the district can find it in their discretionary funds to hire Ms. Moon-Glampers as a consultant, just redirect the monies saved by not having to issue those expensive, and discriminatory, advanced achievement awards at graduation.
You can't say a C student is average anymore, it's hurtful and mean and you will dent his/her self-esteem and then they will do even worse. Everyone has to be an A/B student by any means required (including cheating by teachers and faked test scores) in order for everyone to be great and feel good, the fact that we are churning out morons be damned.
Education, it's not about learning, it's about bureaucrats feeling better about themselves.
It's not different than your normal everyday Democrat policy decision: A "fair" society or school means everyone being poor or stupid. It's the American (Liberal) Dream.
Your point is pretty much what most American public schools have already done!
This proposal might make a little more sense if "giving the time" to the lower achieving students would actually improve their school performance. Judging by the demographics of this school, they likely have a fairly high dropout rate. Making kids spend more time in more classes that they're not paying any attention to, is NOT going to close the "achievement gap." Until race baiters like Jesse Jackson and Al Sharpton jump on the Bill Cosby bandwagon and start encouraging these kids to STAY IN SCHOOL and actually STUDY, there will ALWAYS be a significant "achievement gap."
What Berkeley High School is going to end up doing as a result of this stupid "equity" push is lose their International Baccalaureate program and water down their AP program. This will also probably result in a lot of those oh so open minded Berkeley professors sending their kids to private school.
Nice work, Berkeley!
You kinda lost me here…How does Octomom fit into this? Did you see her in the red bikini..???
so what if everybody was failing equally, then what would the liberal elites do, does equity mean bringing the white kids to a middle ground with the minorities, the whites would fall and the minorities would rise, what would that spell for americas future. sounds like communism to me
Why marginalize ONE race – Whites – by not capitalizing the word while choosing other names that are capitalized? If you don't want to capitalize "White" then perhaps you should use "European-American."
I agree. Since the government is dead-set on spending "X" amount of our tax dollars for every student, why not have them spend that "X" amount on the school of a parent's choosing – even if that means home-schooling?
Thank your fine "Law Enforcement" friends for enabling this, as well.
If vouchers were implemented it would go a long way toward breaking up the corrupt and fraudulent Teachers Unions. Many new values oriented, religious, and even trade schools would pop-up to fill all the voids. It would be all good…
Would you like to see how much equality the folks at Berkeley really want, just tell all of the students you are going to round off their GPA's from all of the students final grade's.. Say Billy gets a 4.0 and Bobby gets a 2.0 now round them off and both get a 3.0 !!! These are after all anti-capitalist so they shouldn't worry about getting a lower paying job with , I mean its all about being EQUAL——— RIGHT !!!
Octomom produces the undesired children as a career, the kids have low self esteem that we resolve by awarding grades and benefits that they believe they are either a. owed or b. unable to produce themselves and congratulations we have created a society of kids that score last on international achievements exams (behind 3rd world countries) oh but wait thats what we have now. My point? Stop the cycle
Are you advocating forced abortions and sterilizations? It's kind of sounding like that's where your going with this.
Don't give me chills, I'm waiting for the day when this "czar" get paraded out in a press conference.
This reminds me of the case that the Latina Judge, sotomayor (sp?) (now Supreme Court Justice) ruled on – the one where they thought it was unfair that people who had studied and taken special effort to pass the Fire Department's promotion test would actually…pass the test? I think the issue there was that not enough minorities were doing well on the promotion test as well.
The issue is best summed up by the question: Do we really want to "close achievement gaps by improving the performance of low-achieving students…[at the expense of] high-achieving students…"?
It isn't that there aren't some roadblocks for certain groups of people. I happen to think that (usually) there is not an issue of institutional racism, which would require more drastic measures; there are usually issues at home – indoctrination of values, especially the value of education. Taking time away from AP classes and students will not solve that problem.
Harrison Bergeron is a classic story of how exceptional students are made average in the name of equity. I find that we are all too close to achieving the nightmare that Vonnegut described. Rather than do what we can to raise all students to be the best they can be, we would rather lower the ability of higher-achieving students to match that of their lower-achieving peers (peer is a bad choice of words, but I'm vocabulary-deficient). This is outrageous! In America, we value independent spirit, thinking and hard work. There are far too many examples of disadvantaged students who excel despite the odds to believe that exceptionalism is out of the reach of all disadvantaged students.
The chickens are coing home to roost in almost all of the country. Some areas did not get the memo……
So everybody in Berkeley should be equally mediocre. Don't make available any opportunity to excel to those with the motivation and heart to use it since their very subsequent success makes the people who were unmotivated or too lazy to seek out the extra work feel bad about themselves. Instead we should make certain that nobody has a chance to compete with the larger world and everybody can ultimately be unsuccessful, mediocre and angry about it – perfect future Democrats. Think of how meaningful it is to be able to blame all future failures on the fact that you never had a chance.
sure as in Black Colleges, Miss Black USA, NAACP and Minority Rights legislation including Equal Opportunity~
The good news is that California is bankrupt. Hopefully this will suffocate all these "new and innovative programs."
Someone has just got a figure out a way to make Chinese-American students become as dumb as European-American students. Then they have to make African-American and Hispanic students become as smart as European-American students. Then the problem will be solved!!!
Seriously though, everybody knows that this business is all about ethnoracial group differences in average IQ. This stuff was all figured out years ago by one of U Cal Berkeley's most famous scholars, the eminent psychologist Dr. Arthur Jensen.
Here is a link if people want to read a pdf of a review article by UCal Berkeley Professor Emeritus, Dr.Arthur Jensen about his theory which postulates the existence of ethnracial diversity in the genes that modulate intelligence:

The dumbing down of America is in full swing, ladies and gentlemen. The future of America will indeed be bleak, if insanity like this PC crap isn’t stopped dead in it’s tracks. Like the wise man once said, “we all can’t be poets!”
Promoting failure based on race is the highest form of accomplishment for a liberal.
Wees be black; therefore, wees be victims, so youse gosta give us black victims da gubment check or you bees racist and we bees riotin! [REV Wright]

Exceptionalism can be tolerated as long as it is not by Whites or Asians. IMO the circumstances of birth, to teenage and/or single mothers, is the statistic that finds Whites and Asians on one end of the continuum and Blacks and Hispanics on the other. Any hope of narrowing the gaps has to address this issue.
Let's use this newly "found" money, stolen from our high achieving children and use it to promote more Gay, Bi and Transexual awareness classes, and perhaps an AP Ebonics class is in order to keep the gap closer…
WE NEED VOUCHERS and CHOICE, and elimination of school administration and board members to find the extra teaching time for the underachievers….
VOTE THEM OUT!!!
Equality is a MYTH, sure we are equal to God and the law, it ends there. No dropout is ever equal to someone who earns a HS diploma or a Bachelors Degree.
We will never have economic equality or social justice, this country gives you the means for success not guarantees it. These leftist are like little children always crying that something is NOT FAIR! Life is not fair nor does it guarantee anything get used to it.
It is time we broke this nation of the entitlement mentality.
Indoctrination of values is why I think we see more minorities being successful in sports as well. Being a great basketball player or football player is idolized so these kids spend a lot of time playing these games and trying to be the best. Asian families tend to value education the most and encourage there children to study and do all they can to get the best grades. White families usually are in the middle somewhere. I don't think any group of people as a large genetic advantage on anything. Children's success seems to reflect what their parents values and what they themselves valued. Whatever kids spend the most time doing is probably what they are going to be the best at. Not always. (cont.)
Anyway I get into this argument all the time with my in-laws because I live in a very diverse area and saw kids from all races that were good at lots of different things. Black and latino friends that had families that encouraged education did pretty well in school. Same with white and asian friends. Of course if you are really tall and your parents like sports they are probably going to think 'hmm I wonder if he/she can play basketball' but it is individual kids genetics that make this difference not the genetics of a race.
There isn't really much the government can do to change the indoctrination of values in different cultures. At least I haven't seen it work so far.
