Steven Greenhut has an interesting piece in the Wall Street Journal about how public employees unions are destroying California’s budget and economy.
Greenhut begins by noting that with one of the highest unemployment rates in the country, California is losing its “productive citizens” to other states but is still saddled with an economy killing surfeit of public employees unions that “drive costs up and fight to block spending cuts.”
Greenhut goes on to report that the unfunded pensions that California is stuck with has increased by 2,000% in the last decade because of the overweening power of the unions.
Approximately 85% of the state’s 235,000 employees (not including higher education employees) are unionized. As the governor noted during his $83 billion budget roll-out, over the past decade pension costs for public employees increased 2,000%. State revenues increased only 24% over the same period. A Schwarzenegger adviser wrote in the San Jose Mercury News in the past few days that, “This year alone, $3 billion was diverted to pension costs from other programs.” There are now more than 15,000 government retirees statewide who receive pensions that exceed $100,000 a year, according to the California Foundation for Fiscal Responsibility.
That is absurd!
Greenhut goes on to offer some hope that some Californians are beginning to learn how bad the unions really are, but I am not so sanguine. And even if California is just starting to “get it,” the problem isn’t just in California but in every state in the union, as the following chart shows:

There is at least one aspect of this issue that has slipped away from the coverage on the public employee union problem, one that has likely never dawned on folks interested in the issue. The fact is, these unions don’t have to exist as they do. In actuality there was no such thing as a union for government workers before the 1960s. As left wing and pro labor as it was, even Franklin Roosevelt’s administration thought that public employee unions was madness. But in 1958 Democrat New York Mayor Robert Wagner signed into effect a public employees union act that came to be called the “Little Wagner Act.” (Mayor Wagner was the son of Senator Richard Wagner of New York, author of the famed New Deal “Wagner Act,” or the National Labor Relations Act). This act allowed city employees to be open to collective bargaining with the city for the first time.
For many a year the idea of public employees unions spread only slowly. But recently these unions have really surged forward as major political players from the state and local levels all the way to the national level.
Sadly, it is getting worse, not better. In its latest report the Department of Labor finds that public unions make up 37% of the nation’s unionized workforce and is ever growing even as unions overall lost 10% in membership in this economic downturn. The New York Times was even shocked by this noting that a majority of union members are government workers rather than private-sector employees.
So, while public employee’s unions are relatively new in the American experience and now that the idea of a public employee’s union has metastasized across the country, we can see that the experiment in unionism has not only failed, but has become a danger to our democratic system.

The problem is that a unionized government workforce by necessity cuts out the ability of the voter to affect government policy, government spending, and the dissemination of government services. The incestuous relationship between unions that become a patron of politicians and politicians that return that patronage only to start the cycle over again wholly undercuts the voter’s ability to direct government to their desires and needs through the ballot box in the normal way a democracy should work.
Public policy expert David Denholm wrote an interesting treatise on public employees unions not long ago saying essentially this same thing. In that piece he noted that a court in North Carolina saw the danger that unions present a government. (download .pdf here)
By making the union a full and equal partner at the bargaining table, compulsory public-sector bargaining laws deprive the public of its right to participate in policy making. This point was emphasized in a U.S. District Court opinion which upheld the constitutionality of a North Carolina law declaring public-sector union contracts to be void. The Court said:
Moreover, to the extent that public employees gain power through recognition and collective bargaining, other interest groups with a right to a voice in the running of the government may be left out of vital political decisions. Thus the granting of collective bargaining rights to public employees involves important matters fundamental to our democratic form of government. The setting of goals and making policy decisions are rights inuring to each citizen. All citizens have the right to associate in groups to advocate their special interests to the government. It is something entirely different to grant any one interest group special status and access to the decision-making process.
The only conclusion that one can comfortably come to is that public employees unions are antithetical to good government. And since it has become abundantly evident that such unions are antithetical to good government we should be talking about eliminating them, not further coddling them.

in illinois we are being strangled by public unions, and their bloated pension and healthcare plans. but, nobody seems to want to cut the cord off from unions, or at least limit their pay and benefits to levels at or below the national average of pay and benefits. also the city where i live has to pay municipal employees the benefits as set by the state, so not only are they breaking the states, but counties and cities as well. where will it end? pretty soon we will only be paying government workers, and have tax rates over 90%.

Perhaps the silver lining is the shear arrogance openly displayed by Andy Stern. We have a union stooge in Hawaii named Neil Abercrombie who is planning to run for governor. This guy had the audacity to propose to sink over $5 billion into Guam so a handful of union workers from Hawaii could receive obscenely high wages. I can think of 50 states that would be better served. And competitive bidding? Yeah right.
Andy Stern parading proudly the fact that he BORROWED $60 million to 'buy' this POTUS is telling. Most outlandish behavior is kept behind closed doors. He has chosen to flaunt it perhaps like a monkey beats his chest to show members what great access he got with their money.

In theory, unions are needed to protect workers from greedy industrialists, who used their power to take advantage of workers. WHY do we need unions to protect workers that have the power to vote their "management" out of office??? So why should our taxes be used to over pay unskilled union workers … especially when they make it sooooo difficult to remove poor performers? If the union is going to get involved in discipline, then they should share in the financial responsibility when union member causes the government to get sued.

Atlas shrugged. Society cant support inequality in performance verses pay for ever – sooner or later the money runs out, and the inevitable comes. Maybe then we can rebuild the country back to the way it should have been – no free rides, if a man does not work, he does not eat.
'Voting with your feet' is probably going to be the only way out of this mess for the 'productive citizens.' My young son lost his job in the Bay Area in early 2009, so I flew out to San Francisco where he and I drove back home here to New Hampshire. He's 'productive' again back here, and doing well. As the housing market shows signs of life (and who knows when THAT will be), people will be more mobile. They'll flee onerous states like California, Michigan and others in favor of more productive states. Imagine that: productive people fleeing to productive states while leaving the 'porch-sitters' to await their 'womb-to-the-tomb' entitlement checks.
Unions make it impossible to fire people for incompetency. Unions make it impossible for people to do their jobs because everyone at a specific grade level must get equal work environments, regardless of their job description. In short, everything gets dumbed down when unions get involved.
This problem has been looming for years in California. Gov Arnold tried to change things, thru the Proposition process, a few years ago and got his head handed to him ( Unions spent millions to defeat all the Props that would have cut the Unions down to a manageable level.
Now that the private sector economy has completely tanked, the Unions still want more and more…
Many are leaving the State and it's just a matter of time before the meager tax base completely collapses and the State files for bankruptcy

Let's be careful now. You're all picking up pitchforks and lighting torches over an issue that is highly complex and goes back for decades. I have no disagreement with eliminating unions from public sector jobs, however I take exception with pensions for public safety positions.
While the subject is too complex to discuss here but take a look at the picture posted with the article and if you want those people wearing a badge/gun or paramedic/firefighter equipment protecting you, your family and community, go ahead and attack public safety pensions because that's what you'll get when they're gone.

So if Obama thinks that 'pitchfork populism' is a swell idea, I'll start by driving mine right through the eyeballs of the unions.
California unions that stranglehold the state's budget are one of the reasons this native Californian is leaving the state this summer. My wife and I are both college educated and are taking our skills to Texas. No state income tax, low car registration costs, etc. Can't wait to flee this broken mess. I am becoming completely persuaded that having information and having “the goods” on crooked liars isn’t worth a hill of beans, when our elected leadership who actually has the authority to DO something (at all levels of elected leadership) don’t seem to give a rip. It's the Pensions that are killing us. A typical situation is a public worker putting in a lot of OT in their last two years on the job. Many of them get a pension that is UNBELIEVABLY 75-100% of full pay, based on the LAST TWO YEARS of work. So they can double their income those years, and RETIRE ON DOUBLE their salary.
Unions are not evil; they traditionally have acted as a counter-balance to especially big business/corporations that will and do run roughshod over the average Employee at Will worker bee if they can get away with it. ANYONE who trusts a corporation to automatically, out of the kindness of their heart, do the 'Right' thing regarding their workers is obviously naive as hell. MANY suffered, even died, so people would have a degree of fairness, respect and basic benefits in the workplace. Anyone who wants to return to the 19th, early 20th century or how it's still done today in the 3rd world, even China, is mentally retarded.
But there is zero reason for public sector unions, in fact it's inherently a terrible idea.

i live in CA and let me tell you things are far worse than that article lets on. The Democratic controlled Senate and Assembly cannot spend money fast enough (sound familiar). The interesting thing is Obama is doing to the entire country what the liberals have done to CA. California is a disaster, an absolute disaster. Come visit us to see what liberal policies will do to your state/country. I don't know how CA is going to fix this, god knows our political leaders in the Senate and Assembly, all DEMS (the leaders) talk like there isn't even a problem, simply sniping at anything the governor says or does. Unions were noble and ethical 100 years ago when you had children in mines working 18 hour days and young women in sweatshops losing fingers for a nickel an hour. Fast forward to 2010 where there are laws protecting against virtually every conceivable abuse against workers, and unions today are nothing but a legal thuggery, blackmail, and extortion. They are are black eye on America today and should be looked at with disdain.
What I have found frustrating is the idea of a "living wage". Back in the day, working at Burger King, most of us working there were not expecting to be working there in our mid-twenties. Those kind of low end jobs were for kids in high school and college. I was taught those kinds of jobs were just steps along the way, what you did until you found out what you really wanted to do.
Unions are killing us, and I was surprised how big the govt unions are in CA. The SD Union had a similar article this past week. I am encouraging my children to head to Texas, at least for now.

Our American economy has been gutted for the most part by globalization………….jobs, all kinds of jobs, are rapidly disappearing. Our manufacturing base is gone. It's become soo bad experienced welders have become scarce because trades in America are socially looked down on and nobody wants to work with their hand or do 'Dirty' jobs anymore………most Americans think you or they are failures in life if they don't have a 'Clean' white collar job, even if that job often traditionally pays less than many blue collar jobs. But it doesn't matter today because both kind of jobs are scarce.
Real living wages for most Americans hasn't been keeping up since the 70's.
And moving to Texas is obviously not a viable option for most. Never mind the fact Texas itself has a lot of serious problems and issues.
I'm American and get irritated by a common American mentality of running away from a problem…..moving well solve all problems. We have run out of places to runaway to. People should draw a line in the sand and make a stand.

American workers are the most 'Productive' on Earth, yet this is still not enough. Public sector unions are bad, but don't forget big business and government (Dem. and Rep.) delivered globalization and so-called 'Free' trade (with 3rd world, often literal slave labor) to America. 30 years of non-stop trade deficits with communist China, building it up to where it's now a serious potential adversary both economically and militarily. Many American economic sectors have and are being wiped out. A real estate bubble was allowed in order to mask the destruction of other economic sectors and buy some time.
Unions also protect people from being fired unfairly. Unfair terminations are very commonplace in our American workplace and any experienced, mature person knows this is true. Most Americans are Employee at Will and have really no rights regarding 'Unfair' terminations and other abuses at all.
I’m a state employee here in Illinois, and I’m a proud memeber of AFSCME council 31. I couldn’t disagree more with this article. First, Unions can only get for their members what the employer agrees to. If you’re not happy with how much public employees make, the type of benefits we have, or jobs that we do, then vote those who agree on our contracts with us out of office.
Second, here in Illinois, we state employees pay a tax that no one else pays. It’s not called a tax, but it might as well be. We pay 8% of our paychecks into the state pension fund, which politicians dip their hands in anytime they need extra money. Furthermore, those of us who, like myself, have MANY years until retirement won’t see that money. We don’t have generous pension plans because we A. pay 8% of our gross income into the pension fund that is underfunded, and B. get only a certain portion of our pension when we do retire. We don’t get 100% of what we earn. Everyone who retires will take a pay cut because their pension will be worth less than what they make while on the job.
Third, if Illinois would be more business friendly, that would spur economic growth which would, in turn, create more jobs, thereby increasing the tax base, and increase state revenue in order to pay down the state debt, and still provide those of us who devote our careers to serving this state, a decent retirement and health care that we can afford, which is what EVERY US citizen wants.
It’s easy to blame state employees unions. But again, we can only get what our employer agrees to.
For an average Employee at Will (most American workers) what laws protecting against unfair termination and abuse are you referring to? An Employee at Will can legally be terminated with no reason given at all; a boss who got out of the wrong side of the bed can legally arbitrarily fire someone. Try pulling that with a good union. Most people only get real protection through contracts and binding arbitration, but most don't have these options.
People are extremely gullible and naive to trust in the kindness of strangers or expecting an employer, company, corporation, to 'Do the Right Thing' minus laws, regulations, etc.,
This country is in it's death throes. It will be interesting to see what it comes out the other end of the collapse as. What the PSU's have done in California Entitlements are going to do to the nation now that the Baby Boomers are retiring. Some problems have no solution's, and our fiscal situation over the next 15 years has none. The hole is too deep.

The only reason that the Union is FOR Healthcare and other monstrous and onerous programs is because it will force employers to cover employees. If employers must cover employees, their costs go up, AND they are taxed at 40% if their worth is more than $8900, (unless of course you are a member of a union)…
Maybe the answer is to create another union, for those of us who have no interest in becoming a part of the union monster, in order to PROTECT us from the union and the unions power over our government!

Interesting that while union membership was at its highest in this country, the US economy was the envy of the world…a manufacturing titan. Yet ever since the 1980's, when the numbers of unionized workers began to decline…the US economy has declined. Hmmmm,.

"Unfair" to whom? one the many problems with unions is they view EVERY SINGLE TERMINATION OF EVEN THE MOST WORTHLESS, INCOMPETENT EMPLOYEE AS 'UNFAIR' (sorry for shouting). Is it "Fair" to the company to be endlessly saddled with dead weight? Is it "Fair" to the company to be hammered with outrageous costs just to get rid of a bad employee? "Unfair" is just another of those meaningless, subjective terms the left throws around to evoke emotion, but which have no objective meaning at all. "Greed" is another big favorite.

There is profound disconnect within the congress' at both the state and national level. The term public servent has been reversed, we the private sector employers and employees have become the servent to state and naional unionised employees. In California we see federal judges tell a bankrupt state that they cannot cut the pay of it employees. We witness hundreds of thousands of private sector jobs going away on a weekly basis, along with the taxes that those employees and employers paid. When the goose that is laying the golden eggs finally has no more eggs to provide…..perhaps we can get rid of the unions that have caused the problem. President Reagan proved you can fire Union employees and make it stick. California should call the bluff of the Courts and the Unions. How pray tell does the Court propose to inforce payment when their is no money. Civil disobedience is a time honored practice, perhaps in the case of state and federal unions it is time for real civil disobedience.

I wish it were that simple. You can't just void a contract because there's new management in the "company". And it's not too easy to change "management" with the SEIU thugs running around.

If there ever were a surplus, the various special interests would be pushing hard to divert it to their own interests rather than pay down debt. I agree that government SHOULD pay down debt when there's a surplus, but the reality is it almost never happens.

I live in California and the abuses and corruption of the public employee unions – even according to that old lib Willie Brown – are one of the main reasons the states in such dire straights. Let's make it illegal for them to donate to candidates or run 'advertorials' about ballet propositions because it is a DIRECT CONFLICT OF INTEREST – they want high taxes ALWAYS to cover their salaries and enormous pensions and golden health care!!!

My daughter is stationed there and considering giving up her Tennessee residency in order to vote. Most of the military personnel there are registered in their home state. I don't know what the requirements are, but maybe encouraging the military to register in Hawaii would help to swing the election in the right direction.

Please, no. Unless you are coming to contributeor start new businesses, stay out of my "right to work, no income tax" state. I'd personally like to see a fence go up around our borders before we are innundated with more people from Ohio, Michigan, Pennsylvania and New Jersey. We are already using STIMULUS money to install phone divisions for the department of unemployment to handle all the calls.

Its not via only OT that they game the system. I personally have known plenty that will leave their local government job, transfer to say Washington DC for their last two years before retirement and reap the benefits of having huge cost of living increases to their salaries for those final two years.

Working class, scmass! I work for a non-union trucking company, and we pay our drivers very well, they get great benefits, and many of them come over FROM union shops. Not having a union provides us the ability to pay good professional drivers a better wage than okay, mediocre drivers. We offer incentive to work harder and better. Unions can't provide their members that flexiblity. So maybe research your point first, before you bestow it on us.
This whole subject of unions for government workers bewilders me. And it amazes me that progressives – who love their large centrally controlled government so much – encourage the growth of unions under the guise that these workers need the protection of a union against the same governments they love so much . . . Odd, isn't it?

What about protection or rights regarding UN-FAIR termination and abuse? NOT just termination for as you put it incompetence, but UN-FAIR termination and abuse. You know perfectly well there are many bosses out there in the workplace who get out of the wrong side of the bed or are going through menopause.

Unfair can be determined through binding arbitration. I DON'T BELIEVE AMERICAN WORKERS ARE SLAVES. I don't trust government. I don't trust big business, corporations, and their bureaucracy anymore than I trust government bureaucracy. ANYONE WITH HALF A BRAIN WANTS AS MUCH RIGHTS UNDER THE LAW AS POSSIBLE.Anyone who relies on the kindness of strangers or hopes the government or corporate bureaucracy will 'Do the Right Thing' are fools.
Speaking of greed: how 'bout we taxpayers get back all the TRILLIONS spent over the past 30 years on our out-sourced, trickle down, bubble economy, including the biggest case of fraud and corruption in world history, the bailout of Wall St big boys in our financial services industry and Detroit auto? Socialism is evil according to big business but they sure do love government handouts, subsides, fat contracts, etc., while lecturing the average American about 'Handouts', 'Sloth', etc., Who the F is kidding who?
The way to stop these public service unions is for the states to start laying them off, when they threaten to strike, tell them to go for it. When they go on strike then the states pull a Ronnie Reagan and FIRE them. There will be no problem getting new people to replace them as non-union govt. workers, and there will be enough non-union supervisors to train them. Public union problem solved.
California is finished. It cannot be saved. The only question is how chaotic, even violent, the implosion will be.
We may have to isolate it to keep the unrest from spreading.
That's a pretty thought but I'm afraid it is not so simple. They will first try to tax normal citizens, the non-union ones, until they are broke. Only THEN will they realize that the only ones left with money are themselves. Interesting that it used to be debtors were thrown into jail — I guess if that was still the practice, nearly everyone in California would soon end up there, with no one left to pay for those expensive jails!
I agree with that sentiment too. The great system of Free Enterprise actually is now much more an economic system of blackmail. Interest groups, unions, electricians, whatever, hold our society hostage — both politically and economically. A nation of pussies? I'm not sure about that but a nation in which legislators have gone very far wrong in helping all the wrong people — yes.

I figured that that was Texas negotiating tactics.
I was amazed that business executives taking their time and spending the money to attend a seminar, given information which properly used would result in a mutually beneficial agreement failed 100%. We are lucky that we do as well as we do and we need to work on getting past mutual destruction to make it better.
What I know is that unions exist for the purpose of 'collective bargaining'. They allow the employees to all join together in bargaining. So they definitely take away a little of the management's control of the company. Corporations without unions generally put a lot of effort into making sure that the union never becomes stable.
The 'classical' theory of capitalism is that it is a co-equal partnership between capital and labor. Each needs the other. Capital buys labor's time and labor sells it, and this transaction is free and open, like any other transaction in a free economy, and that's how the best deal for all is reached. But these days we have changed our view of capitalism to be just about capital. We figure workers should just be glad they have a job and should not want to negotiate to advance their position.
